What the Energy, water and waste industry covers

Two PKD sections together make up what is commonly called utilities and municipal services. Section D (division 35) is electricity, gas and heat. Section E (divisions 36–39) is water, sewage, waste and remediation.

The industry has an unusual structure: few entities, but large ones, and often owned by municipalities. A waterworks, a district heating company or a municipal services company is a local-government-owned company that buys through public or sector procurement.

Alongside them there is a private sector: solar and wind farms, biogas plants, waste collection firms, scrap dealers and recycling plants. Installers of solar panels and heat pumps, on the other hand, belong to construction, not energy.

Number of companies and contacts

The REGON register lists 30,870 entities in this industry across Poland (GUS, as of 30 June 2026); the breakdown by voivodeship is in the table below. That is the size of the market, not the number of our records. Our own database (196,499 companies, as of 17 September 2026) is one of our sources and covers voivodeships unevenly, so the number of records for your selection is available on request – database status.

Classification

Scope by PKD 2007 and PKD 2025

The letters of sections D and E and the division numbers did not change. The content did: PKD 2025 distinguishes renewable energy for the first time, adds energy storage (35.16) and energy brokers (35.40.Z), and splits recovery and disposal differently in division 38. Watch out for one trap: code 35.12 meant transmission in PKD 2007, but in PKD 2025 it stands for generation from renewable sources.

D 35.11.Z → D 35.11.Z, 35.12
Electricity generation. PKD 2025 separates non-renewable (35.11) and renewable sources (35.12), with separate subclasses for wind, solar, biogas and hydro, among others.
D 35.12.Z, 35.13.Z → D 35.13.Z, 35.14.Z
Transmission and distribution of electricity – the same activities, renumbered classes.
D 35.30.Z → D 35.30.Z
Steam, hot water and air-conditioning supply – heating plants.
E 36.00.Z, 37.00.Z → E 36.00.Z, 37.00.Z
Water collection, treatment and supply; sewerage and wastewater treatment.
E 38.11.Z → E 38.11.Z
Collection of non-hazardous waste – waste collection firms.
E 38.3 → E 38.2
Materials recovery – in PKD 2025 in the group “Waste recovery” together with energy recovery.

Left code: PKD 2007, right: PKD 2025. Source: GUS, Polish Classification of Activities PKD 2025. The codes describe the scope of the industry – they are not a promise of a filter: today’s records mostly carry the source category, and a PKD code only where one is available. Whether you can select by a specific code is confirmed before you order. More: PKD 2025 and company lists.

A municipal company buys differently from a private solar farm

Water and heating utilities are often subject to public procurement rules (sector procurement). Larger purchases are then announced publicly, and you submit a bid in a procedure, not in a sales conversation. Here the address list serves market research: who operates in the region, how large an area they serve, when their contracts end.

In electricity generation, code 35.11.Z can be misleading. It is also used by special-purpose companies for individual solar farms, which often employ nobody and use an accounting office as their address. If you are looking for producers that actually operate, limit the selection to records with a website or phone number.

In waste, the line runs between collection and processing. A collection firm needs vehicles and containers; a recycling plant needs sorting lines and buyers for the recovered material. These are different customers even though their codes are next to each other.

Sample enquiry

We manufacture water network fittings. We are looking for utilities with codes 36.00.Z and 37.00.Z in the Mazowieckie voivodeship, with the registered office address and website, so we can follow their tender notices. Please send the number of records and the price.

This is a model enquiry, not a completed order. If you give us PKD codes, we will tell you how far they can be applied to our data – today the records mostly carry the source category.

What the export does not include

  • installed capacity and type of energy source
  • the number and scope of the URE licence
  • the waste codes a company is permitted to accept
  • the number of customers and the supply area
  • dates of planned tenders

Use of the data

Who usually buys this export

Ask about the export

Manufacturers of fittings, pumps and pipes

Water and heating utilities modernise their networks in stages; knowing every operator in the region means you do not miss a procedure.

Suppliers of waste vehicles and containers

Collection firms replace their fleet and containers with every new municipal contract.

Servicing and insurance of renewable installations

Farm owners need inspections, panel cleaning and insurance – services bought outside tenders.

Consultancies and energy auditors

Market analysis: how many producers and operators there are in a voivodeship, and of what size.

Public registers

Where to check a company in this industry

Registers and lists of the President of URE
The “Rejestry i wykazy” service of the Polish Energy Regulatory Office – the starting point for checking an energy company.

Businesses that transport, collect and process waste must be entered in the register – on application or ex officio (Articles 50 and 51 of the Polish Waste Act). The service makes the register of entities available.
National Court Register (KRS)
Municipal and energy companies: management board, shareholders (often the municipality), financial statements.

Questions

Energy, water and waste: questions about the export

Not in this industry. Installation is specialised construction work (PKD 43.21.Z) – please see Construction and trades. This industry covers producers, i.e. the owners of power plants.

There is no separate “owned by the municipality” column. You can recognise them by name and legal form and check the owner in KRS. Municipal offices themselves are in Local government and public institutions.

It depends on the entry. Buying scrap as trade in waste and scrap is wholesale (46.77.Z in PKD 2007), while processing scrap is materials recovery in division 38. If you need both groups, we will prepare a combined selection.

Commercial information may be sent by email or phone only with the recipient’s prior consent (Article 398 of the Polish Electronic Communications Law; the provision does not distinguish between consumers and businesses) – the export does not include such consent. The data is meant for postal mail, preparing visits, CRM enrichment and market analysis. Details: B2B telemarketing and email in Poland after the change.
