What the Local government and public institutions industry covers

This is the only one of the fifteen industries that contains no businesses. PKD division 84 covers public administration: the offices serving municipalities (gminy), counties (powiaty) and voivodeships, regional branches of central government, courts, fire services, police and compulsory social security.

Local government in Poland has three tiers – municipality, county, voivodeship – and unlike the business market it is stable. A municipal office does not go bankrupt, change industry or move its seat. What changes is the people, especially after elections.

Schools, hospitals, cultural centres and municipal companies are separate entities with their own PKD codes, even though they belong to local government. We do not count them in this industry.

Number of companies and contacts

The REGON register lists 27,144 entities in this industry across Poland (GUS, as of 30 June 2026); the breakdown by voivodeship is in the table below. That is the size of the market, not the number of our records. Our own database (196,499 companies, as of 17 September 2026) is one of our sources and covers voivodeships unevenly, so the number of records for your selection is available on request – database status.

Classification

Scope by PKD 2007 and PKD 2025

Division 84 did not change, but its section moved from the letter O to P. This is a source of mistakes: in PKD 2007 the letter P meant education, which is now section Q. If you receive data labelled “section P”, always check which version of the classification it refers to.

O 84.11.Z → P 84.11.Z
General public administration activities – municipal offices, county offices, marshal’s and voivode’s offices.
O 84.12.Z → P 84.12.Z
Regulation of health care, education, cultural services and other social services.
O 84.13.Z → P 84.13.Z
Regulation of and contribution to more efficient operation of businesses – including road authorities and inspectorates.
O 84.2 → P 84.2
Provision of services to the community as a whole: justice, public order and safety, fire service.
O 84.30.Z → P 84.30.Z
Compulsory social security activities.
P 85 → Q 85
Education – outside the scope of the industry; listed because the letter P changed its meaning.

Left code: PKD 2007, right: PKD 2025. Source: GUS, Polish Classification of Activities PKD 2025. The codes describe the scope of the industry – they are not a promise of a filter: today’s records mostly carry the source category, and a PKD code only where one is available. Whether you can select by a specific code is confirmed before you order. More: PKD 2025 and company lists.

A public office buys through a tender, not after a sales conversation

Public finance sector bodies make purchases under the Polish Public Procurement Law, and smaller ones under their own rules, usually after collecting several quotes. An address list therefore cannot replace taking part in a procedure. It serves other purposes: telling an office about a solution before it describes the subject of a contract, inviting it to a conference, or analysing how many bodies of a given type there are in a region.

Public offices’ contact details are public: public information is made available in the Public Information Bulletin (BIP) under the Polish Act on Access to Public Information. The export contains the institution’s general details – without the names of mayors, secretaries or heads of department.

The fact that an email address is public does not remove the requirement of consent for commercial information. An office’s general mailbox is intended for official matters; commercial offers are safest sent by traditional post.

Sample enquiry

We are organising a conference on waste management. We need the postal addresses of municipal and city offices in the Silesian voivodeship and of county offices in order to send invitations. Please send the number of records and the price.

This is a model enquiry, not a completed order. If you give us PKD codes, we will tell you how far they can be applied to our data – today the records mostly carry the source category.

What the export does not include

  • names of mayors, county heads and officials
  • direct numbers for individual departments
  • budget figures and procurement plans
  • the municipality’s population
  • subordinate bodies: schools, welfare centres, municipal companies

Questions

Local government and public institutions: questions about the export

No. The export describes the institution: name, address, general phone number, general email address and website. Office holders change after elections and are not part of our data.

We do not guarantee that. The coverage of our sources differs between voivodeships. Completeness for a chosen voivodeship can be checked by comparing the number of records with the number of municipalities in the TERYT register – we will give it before you order.

They are separate entities outside division 84. Their public source is the Register of Schools and Educational Institutions; on request we will check whether we can prepare a separate selection.

Commercial information may be sent by email or phone only with the recipient’s prior consent (Article 398 of the Polish Electronic Communications Law; the provision does not distinguish between consumers and businesses) – the export does not include such consent. The data is meant for postal mail, preparing visits, CRM enrichment and market analysis. Details: B2B telemarketing and email in Poland after the change.
